Use the terms at the right level

A buyer may use “VoIP” to mean an entire cloud phone service. An engineer may use it to describe IP voice media and protocols. SIP is more specific: RFC 3261 defines an application-layer control protocol for creating, modifying, and terminating sessions with one or more participants.

A VoIP system can use SIP, and SIP can signal media beyond voice. Some products use other proprietary or standardized mechanisms. The practical question is not whether a vendor says SIP or VoIP, but which interfaces, endpoints, providers, security model, features, and support responsibilities exist.
